Residence permit in Ukraine

Residence permit - an official document confirming the right of a foreigner to live on the territory of Ukraine and have the status of "resident".

Depending on the reasons and duration of stay in Ukraine for stateless persons or foreigners there are two types of residence permits: temporary residence permit and permanent residence permit.

Who has the right to issue a temporary residence permit?

According to the legislation of Ukraine, a non-resident has the right to issue a temporary residence permit in the following cases:

  • Getting an education on the territory of Ukraine;
  • For work in representative offices of foreign business entities in Ukraine, registered in accordance with the established procedure, for work in branches or representative offices of foreign banks, registered in accordance with the established procedure;
  • If a foreigner arrived on the territory of Ukraine for the purpose of employment;
  • Family reunification;
  • A foreigner or a stateless person arrived on the territory of Ukraine to carry out cultural, scientific or volunteer activities based on international treaties and agreements arrived in Ukraine to participate in the implementation of international technical assistance projects registered in accordance with the established procedure;
  • A foreigner or stateless person who arrived in Ukraine for the purpose of preaching religious beliefs, performing religious rites or other canonical activities at the invitation of religious organizations and in agreement with the state body that registered the relevant religious organization; for participation in the activities of branches, departments, representative offices and other structural units of public (non-governmental) entities. organizations of foreign countries, registered in the prescribed manner;
  • For work in representative offices of foreign business entities;
  • To work as a correspondent or representative of foreign mass media.

The submission of documents for issuing a passport must be done no later than 15 working days before the end of the foreigner's legal stay in Ukraine.

The validity period of a temporary residence permit depends on the reasons for obtaining it and can be 1 year or more.

A mandatory requirement after issuing a temporary residence permit is registration of the place of residence within 30 days from the date of receipt of the permit.

The primary documents required for issuing a temporary residence permit are:

  • Passport with a type D visa (except for citizens of countries for which a long-term visa is not required) and a stamp of the last border crossing;
  • Copy of the passport document (pages with passport data and the stamp of the last border crossing);
  • A valid health insurance policy for the entire period of validity of the permit;
  • Other additional documents depending on the purpose of stay in Ukraine.

The deadline for considering the application is 15 working days.

Who has the right to issue a permanent residence permit?

Permanent residence permit in accordance with the legislation of Ukraine may be issued by:

  • One of the spouses, if the other spouse, with whom he has been married for more than two years, is a citizen of Ukraine;
  • Children and parents of citizens of Ukraine;
  • Persons who are a full brother or sister, grandfather or grandmother, grandson or granddaughter of citizens of Ukraine;
  • Guardians and guardians of citizens of Ukraine;
  • Citizens of Ukraine living abroad, their spouses, as well as their children, if they all come together and stay on the territory of the country;
  • Parents, spouse, minor children of the immigrant;
  • Persons who made a foreign investment in the economy of Ukraine with a foreign convertible currency in the amount of at least 100 (one hundred) thousand US dollars, registered in accordance with the procedure determined by the Cabinet of Ministers of Ukraine;
  • Workers of science and culture, whose immigration corresponds to the interests of Ukraine;
  • Refugees or persons who have received the status of victims of human trafficking in accordance with the established procedure, who have lived in Ukraine for at least 3 years in a row;
  • Persons who have the right to citizenship, according to their place of residence (they, or their relatives, lived on the territory of Ukraine until 16.07.1990);
  • Persons whose immigration is of state interest for Ukraine;

The main basis for issuing a permanent residence permit is obtaining an immigration permit.

The validity period of a permanent residence permit is 10 years.

It is appropriate to obtain a permanent residence permit (if there are reasons), if a person plans to permanently reside in Ukraine or obtain Ukrainian citizenship.

The primary documents required to issue a permanent residence permit are:

  • Passport with a type D visa (except for citizens of countries for which a long-term visa is not required) and a stamp of the last border crossing;
  • A copy of a passport document with a border crossing stamp, all border crossings of Ukraine within 180 days from the date of submission of documents for visa-free countries, or a copy of the visa page;
  • Notarized translation of the applicant's passport in Ukrainian;
  • Copy of the decision to grant an immigration permit.

Submission of documents for issuing a passport must be done within 1 year from the date of issuance of the immigration permit, but no later than 15 working days before the end of the foreigner's legal stay in Ukraine.

The deadline for considering the application is 15 working days.
